Tools I suggest you use:
-dividers - for measuring headlengths :P
-clear ruler - so you can see what's underneath the ruler and to get things align
-mono eraser -japanese eraser..i think it's the best
-staedler fineliner 0.1/0.3/0.5 - it's waterproof, quick drying ink. it's also very thin and works really well; it's what i use.
-calligraphy pen - i don't use one..but lots of people say it's good.
-Computer coloring/drawi
ng: Photoshop 7 and 8 are excellent. Corel Painter 8 is also awesome.
Faces
-i use a circle and lines to help get the shape right..and eyes are one eye length apart from eachother..even at an angle.
-notice how the eyes and ears are always aligned..and how you use the circle to help you out..
- the lines help align the angles of the eye and such...also it depicts how eyes are usually one eye length apart from eachother.
How to Draw Eyes
-well, i encourage you to get your own style :P and as you noticed..girl eyes are usually larger and have more shineys in em'. Usually, the more eyelashes..the prettier :P.
How to Draw Hair
-the only thing about hair, is people tend to forget to add volume to it..so you can see where the head endes and how much volume you put on top of it.
How to Draw Female Form
-use circles to help get the joints right :)
Step By Step
1. -basically a maniken like model...getting the pose and proportions right. I apoligize for the crappy quality..my scanner...is a crappy piece of crap..yeah.
2. -details in pencil...what's left of the details..after my scanner went through them >.<
3. -Lineart, notice line variation in thickness..it makes it look way way better.
4. -colored version....photoshop7.

Sketching and CG to completion, some tricks and tips
Clothing Fold Tips:
--How did I get the hair to do that? Well, I use photoshop7, so I draw hair in strands. I duplicate the layer with the hair strangs in it, then go to filters->Pixelate->Fragment, and it should split the 'hair' strands into different pieces. Cool effect for hair.
